1. License application
|
1.1 Invited judges
|
|
1.1.1 Data, which must be provided for each judge and guest-judge |
According to the Show Rules B.2.2 for each judge the following data
must be provided:
- country, where the judge lives
- organization, by which the judge is licensed
- hair categories, for which the judge is licensed: AB, LH, SLH,
SH and SOSH
This data must be provided for each judge, regardless wether the
judge is a WCF-judge, a WCF-licensed guest-judge or a judge from
another organization.
If this data is not provided completely in the license application
and the organizing club does not provide the complete data within a
given time frame, the judge in question cannot be licensed in the
license and consequently is also not allowed to judge on this show.

1.1.2 Suspended or expelled judges are not permitted to be invited |
It is not permitted to invite judges to WCF-shows
- against whom a disciplinary action is pending
- who are suspended or expelled by their own organization
- whom the WCF has expelled from its shows (see the messages in
WCF-actual)
- whose organization is not recognized by the WCF (see the
messages in WCF-actual).
The judges are checked by the Show Commission in co-operation with
the Executive Board, latest when the copy of the license has been
received.
In case of a negative result of the check the judge will be removed
from the license, this will be communicated to the organizing club,
and the license will be re-issued again.

1.1.3 Invitation of judges for two 1-day shows,
who are not licensed to judge
all hair categories |
|
If two consecutive 1-day shows are organized and judges not licensed
for all hair categories are invited, it must be indicated clearly on
the license application, which hair categories are judged on which
day of these 2 days, otherwise the license will not be issued. This
will also be stated on the license itself. See chapter License below.
There may be awarded 2 certificates in those hair categories, for
which different judges are invited on each day.
For all other hair categories only 1 certificate can be awarded.
This will also be stated on the license itself.
We want to bring to your attention that on each day in principal only
1 certificate is awarded.
For an exception for 2 certificates per day has to be applied to the
Board.

1.2 Change of Date and/or Place of an exhibition
|
|
See also article B.2.6 of the Show Rules. A Change of Date,
when a show license has been already issued, is in respect to articel
B.2.3 possible without a new payment at least until 6 weeks before
the show. I.e. the same C-number will be used.
A Change of Place, when a show license has been already
issued, is not possible without a new payment. I.e. the already used
C-number becomes invalid and the full license fee has to be paid once
more.

1.3 2-days shows, 3 1-day shows, etc.
|
All shows in WCF are:
- 1-day shows
- or two consecutive 1-day shows
2-days shows wiht only 1 certificate and only one BIS have to be
granted by the Board. For the permission has to be applied before
submitting the license application, and the permission has to be
attached to the license application.
3 1-day shows with 3 certificates, on each day 1 certificate, and
3 BIS have to be granted by the Board. For the permission has to be
applied before submitting the license application, and the permission
has to be attached to the license application.
All other types of shows always need the permission from the
Board, therefore the permission has to be requested from the Board
before submitting the license application!

2. License
|
2.1 Data of the judges
|
Each license issued includes the following data for each WCC judge:
- country, where the judge lives
- organization, by which the judge is licensed
- hair categories, for which the judge is licensed.
The judges will be indicated on the license as follows:
- WCF-judge
for example: judge A, country (LH,SLH,WCF)
- WCF-guest-judge, if the judge is licensed by the WCF as
guest-judge
for example: judge B, country (AB,WCF-guest)
- non-WCF-judge, if the judge is not licensed by the WCF as
guest-judge.
For example: judge-C, country (AB,non-WCF)
- WCC-judges are indicated as WCC-judges
For example: judge-D, country (SH,WCC)

2.2 Counting of judges according to the 2:1 rule
|
- WCF-licensed guest-judges are counted like WCF-judges.
- All WCC-judges are counted like WCF-judges.
- LOOF-judges are
counted as non-WCF-judges.
|
2.3 Judges on two 1-day shows,
who are not licensed for all hair categories
|
In two consecutive 1-day shows it will be clearly stated on the
license, which judge judges on which day.
For example:
judge-A, country (LH,SLH,WCF): 1st day
judge-B, country (SLH,SH,WCF): 1st and 2nd dayConsequently,
there can be awarded only 1 certificate for LH on the 1st day.
Consequently, there can be awarded only 1 certificate for SH on the
2nd day.
Consequently, there can be awarded 2 certificates for SLH, 1
certificate on the 1st day and 1 certificate on the 2nd day .
According to the Show Rules it is possible to organize shows,
where not all hair categories are present.

2.4 Date of the 1st issue of the license,
version-number of the license,
date of receipt of the 1st license application
|
Each license includes the following date below the date of issue:
- 1st license application: date of the 1st receipt of the license
For example:
Essen, March 20, 2008
1st application: March 14, 2008
Each license includes a version-number besides the date of issue,
if the license is re-issued again.
- For example:
Essen, August 31, 2008, issue-3 (issue-1: March 20, 2008)
1st application: March 14, 2008

2.5 Cancelling of an already issued license,
if the membership fee and/or the fee at the
acceptance as new member
are not paid in time
|
All licenses already issued will be removed and cancelled as well for
the main club, which is responsible for its sub-clubs, as also for
the sub-club in question, if the annual membership fee has not been
paid in time (this is also valid for the membership fee of a
sub-club!).
This regulation applies also for the fee to be paid when accepted as
a new member.
A message will be forwarded by the treasurer or the WCF-office to the
licensing persons. |
2.6 No licensing of shows organized by sub-clubs,
if a disciplinary case is pending against the
main club
|
When a disciplinary case is pending against a main club or the main
club was suspended or expelled, there will not be licensed any shows
for the main club as well as for its sub-clubs.
A message will be forwarded by the secretary general or the
WCF-office to the licensing persons. |
2.7 Afterwards cancelation of already licensed shows
|
Each afterwards cancelation of an already licensed show which is
already entered in the show calendar can only be made by the
licensing persons, if they have received the written agreement and
advise of the Board (an email is sufficient).
The message (advise) will be sent by the secretary general or the
WCF-office to the licensing persons. |
2.8 No further licensing of shows of clubs,
whose data is not completely provided
|
For each club, whose data is imcompletely provided, only 1 show will
be licensed.
The club (main club) receives a severe warning and the request to
complete its data.
If the club does not provide the complete data on request within a
given time frame, no further shows will be licensed.This
regulation is also valid for main clubs, for which the data of its
sub-clubs is not complete, because the main club is responsible for
its sub-clubs.

3. Joint-Shows

4. C-Nummer must be provided on the license application
|
|
Commencing January 1, 2007 the application for show licenses has to
be made according to the following procedure:
Alternative 1
You forward the fee for one certain show including all necessary information (see
the form for the application for a license). You will receive a
C-number from the WCF-office or the treasurer. Then you forward the form "Application
for license"
(see menu "Infothek-Forms")
per email or fax to the licensing persons including the C-number.
Alternative 2
You forward more than one fee at once. You may receive a certificate
number (=C-number) for each single fee. You may apply for a license with this
C-number at the licensing persons within the given time frame, using the
form "Application
for license"
(see menu "Infothek-Forms").
In general you know already at the beginning of a year, how many
shows you will organize. Thus you may pay the fees for your shows
planned already together with your membership fee and you will save
transfer fees on your bank account.

5. License fee
|
Commencing with January 1, 2009 for each 1-day show of two
consecutive 1-day shows the full licnese fee has to be paid.
That means, you will receive 2 C-numbers, but only one
license-number. Both C-numbers will be indicated on the show license.
This regulation is also valid for 3 1-day shows, then you will
receive 3 C-numbers and 1 license-number.

6. Archiving of the documents concerning the license
|
All documents concerning the show license will be archived until 1
year after the show date, if the national law does not require a
different period.
That means that all applications for licenses (also all changes), all
documents (also the emails) and all licneses (also all changes) will
be kept from the 1st date of the 1st application for a license until
1 year after the show date of the show concerned either
electronically or as printed documents. |
7. Penalty fee
|
|
The penalty fee for non-compliance with the rules is 200.- Euros.
This will be indicated immediately also on the show license. |
|
|
8. Counter-signing of judge's reports
|
If a cat is judged twice by the same judge in 2 different shows, a
counter-signing by another judge officiating on the show is possible,
when the judge is licensed for the hair category in question.
Both judge's reports will be considered as if they were given by two
different judges. |

When not otherwise stated, these regulations are immediately in
effect. |
